I had this issue on picasa when I used microsoft mouse 3000. It didn't zoom in on picasa, nor work at all. I replaced it with apple mouse, model no.:A1152, and then it worked. It did zoom in on picasa. Try replacing your mouse with a different kind if you have the same issue.
